| 摘 要： | 服务型政府建设要坚持以人为本、公民本位的原则。政府部门必须按照人民的意志行事，社会公众的满意度则是评价政府治理绩效的最终标准。提高服务型政府回应性是建设服务型政府的内在、必然要求，从我国现阶段服务型政府建设的实践来看，提高服务型政府回应性需要加强服务型政府的自身建设，增强公民的参与能力，提高政府的回应能力和效率，完善政府回应的公正性。
