园林项目招投标问题及其对策

随着园林行业的日益兴旺，其招投标工作取得一定进展的同时也存在着一些问题。笔者结合园林招投标特性，通过调查问卷的形式，对园林招投标易出问题的环节、规范公平性、投标的考虑因素、投标失败的原因、评标办法的合理性、建立苗木价格体系的必要性、施行后满意度等方面进行了分析，总结出园林项目招投标中容易出现的问题并提出了相应的对策，如进一步完善法律法规、程序设置、资格审查、价格体系、人员配置、后期管理等，以期为园林项目招投标的发展提供理论依据和实践参考。

A Study on Problems and Solutions in Tendering and Bidding of Landscape Projects

With the thriving of landscape industry, there are still some problems in tendering and bidding of landscape projects. In combination with the characteristics of landscape projects in tendering and bidding, the paper, through questionnaires, discusses the usual problems in the tendering and bidding process, such as fairness, factors to consider in tendering, failure reasons of bidding, rationality of evaluation, necessity of setting up a price system of nursery stock and satisfaction. Solutions are put forward to address problems above from the perspective of law and regulation, process setting, qualification examination, price system, personnel arrangement and management stage. The study is proposed to bidding of landscape projects provide theoretical basis and reference for the tendering andbidding of landscape projects.
