| 摘 要： | 自由主义政治哲学的发展经历了古典自由主义和新自由主义两个历史时期.西方服务型政府理念与自由主义政治哲学有密切的联系,以其为基础的政府的根本目的即保障个人的基本权利.为了达到这一目的,古典自由主义主张消极的政府服务观念.经过理论转型,新自由主义实现了政府服务职能由消极向积极的转变.
