| 摘 要： | 目前中国没有一个涉海部门能够有效实施海洋综合管理,执法力量分散,执法效率不高。这种行政管理体制已经不能满足时代发展的需要,弊端甚多。介绍美、日、韩等国的相关海洋管理组织,重点介绍韩国的实践及理论研究情况,然后比较中国海洋管理现状,指出存在的主要问题,并提出相应的解决方案。
