高校院（系）党政领导共同负责制初探

长期以来，与高校院（系）领导体制相关的规定没有得以明确，使得高校院（系）一级党政组织存在职责不清、各行其是的状况。1999年江苏省委教育工委率先提出高校院（系）党政领导共同负责制，明确指出院（系）工作由院（系）党组织和行政共同负责，这在一定程度上促进了江苏省高校院（系）基层组织建设的加强。共同负责制要求院（系）党政领导必须强化政治意识、大局意识、创新意识和责任意识，建立与之配套的党政联席会议制度，以保证党政班子决策的民主性与科学性。

A Preliminary Study of the Departmental Co-responsibility Leadership System of Party and Administration in Institutions of Higher Learning

The departmental system of leadership had not been clearly defined before the Educational Work Committee of Jiangsu Provincial Party Committee proposed the departmental co-respon＇sibility system of Party and administration in institutions of higher learning in 1999. In combination of the evaluation of the university＇s party building at the collegiate level, this paper discusses the co-responsibility system, which demands that all leaders should intensify the political consciousness, the consciousness of overall situation, the consciousness of innovation and the consciousness of responsibility and that a supporting joint-conference system of Party and administration should be established to ensure the democracy and scientificity of decision making.
