高校项目管理工作存在的问题与对策

高校项目管理是指高校中相关部门对教育科学研究以立项的形式进行管理的一种职能。以立项的形式进行教育科学研究工作，便于组织、申报、管理以及成果转化，已经成为从教育部到省级、校级都使用的一种有效的科研管理模式。针对当前地方高校项目管理工作中存在的问题，应在项目管理中体现导向性、管理性与服务性，应当贯彻“五个理念”，即以人为本的理念，公平、公正的理念，合作研究的理念，服务社会的理念。

Problems in Universities＇ Project Management and Their Countermeasures

Universities＇ project management refers to the management of research on education exercised by concerned departments in institutions of higher education through approval and initiation of projects. It facilitates the organization, application and management of educational projects and transformation of scientific achievements. So it has become a widely adopted mode for managing research on education. In view of the problems existing in the project management of local colleges and universities, this paper points out that schools should try to achieve correct orientation, exert high grade management and render good service by fostering the following ideas： people foremost, quality first, fairness and justness, cooperative research, and service to society.
