回顾改革开放30年的历程，就是一个思想解放的过程。继续解放思想，就是进一步加深对党的十七大精神的理解和把握，进一步增强贯彻落实科学发展观的自觉性和坚定性，着力推动“四个创新”：创新发展理念，努力形成符合科学发展观要求的思想观念、思维方式和价值取向；创新发展思路，不断拓展转变经济发展方式的科学路径和发展模式；创新发展举措，积极探索推动科学发展的新载体和新措施；创新领导方法，健全完善提高决策水平和执行力的工作手段和体制机制。找准发展机遇的突破点、创新点、制高点，努力在激烈的竞争中抓得先机，实现又好又快发展。根据科学发展观的要求，构建充满活力、富有效率、更加开放、有利于科学发展的体制机制。创新制度环境，塑造敢闯敢干形象，弘扬科学精神，树立践行操作思想。

Continuing to Emancipate Minds Unswervingly

Reviewing the history of the reform and opening up in the last 30 years is a process of emancipating minds. To continue to emancipate minds is to achieve a deeper understanding of the spirit of the 17 National Congress of the CPC, to enhance one＇ s consciousness and firmness in implementing the concept of scientific development and to promote ＂the four innovations＂ ： innovation in the idea of development, in the plan for development, in the measures for development and in the leadership. We should make breakthroughs and innovation in theory, grasp the opportunity for development, and gain the upper hand in fierce competitionto achieve rapid development. We should make innovation in the institutional environment and create a mechanism which is vigorous, efficient, open, and beneficial to scientific development. We should set up examples of being bold and decisive in action, carry forward the scientific spirit and form the idea of doing solid work.
