大学创新力的影响因素分析

全球化背景下的经济理性主义、学术资本主义和企业管理主义以及政府角色的变化给大学带来前所未有的冲击与挑战。大学要在院校市场竞争中生存和发展，必须提升其自身的创新力。大学创新力指的是大学现行的组织、规划、用人、领导与控制等各项活动的管理创新能力以及在教学和科研上的创新能力。大学创新力受制度环境和组织结构两个因素的影响。单一化的高等教育政策系统和社会评价体系、组织资源动员不足以及大学普遍存在的官僚化倾向抑制了大学的创新能力。大学创新力的提高要求建立现代大学制度和进行内部治理的变革。

An Analysis of the Factors Affecting University Creativity

In the course of globalization, institutions of higher education are challenged by economic rationalism, academic capitalism, managerialism, and the change of the role of government. They have to enhance their creativity to survive the severe competition among colleges and universities. University creativity refers to the ability to innovate in managing the activities concerning organization, planning, personnel placement, leadership and control and the ability to innovate in teaching and research. It is affected by the institutional environment and the institutional structure. And it will be hampered by the unitary policy system and social evaluation system, inefficient resource mobilization, and the prevalent bureaucracy in colleges and universities. So it is necessary to set up a modern university institution and make reforms in the internal management.
