网络问政——网络时代参与式民主的新形式

西方传统民主制形式经历了由直接民主制到间接民主制的发展历程，虽然直接民主制曾经失去了存在的客观条件，但是能够反映直接民主精神这种古老政治理想的参与式民主赋予了直接民主新的生命力。伴随着21世纪网络信息时代的到来，网络为人们的民主参与提供了全新的、直接的、平等而便捷的参与机会，这就是参与式民主新的表现形式……网络问政。研究分析我国网络问政的特点和制度构建，将对我国民主政治建设的发展起到积极的促进作用。

Network Governance ,New Model of Participatory Democracy in the Internet Age

The traditional western form of democracy evolved form direct democracy to representative democracy （indirect democra- cy）. Although the former has lost its objective existing conditions, it gives vitality to the latter as it, being an ancient ideal partici- patory politics, could reflect direct democratic spirit. Along with the arrival of the information era of the 21st century, networks provide people with completely new, direct, equal and convenient democratic participation, i. e. , network governance-a new form of participatory democracy. Studying the characteristics and system construction of China＇s network governance shall promote China＇s democratic political construction.
