| 摘 要： | 在阿根廷的现代化进程中,政府具有重要作用。当经济、政治和社会出现危机时,政府若能及时采取措施调整发展战略,便能使危机得以缓解;反之,危机便会进一步加深,现代化进程便将受阻。阿根廷发展的经验表明,经济改革的同时要促进社会发展,当经济发展带来一些负面效应时,政府须承担起责任。政府作用的缺失将导致社会失衡,进而引发社会动荡和政治危机。
