个人禀赋、社会信任与新农保参与研究——基于新农保参与过程选择的视角

基于中国家庭动态跟踪调查(CFPS)2012数据对新农保参与情况进行分析,运用农村居民参与新农保的年份考察其参保积极性。研究发现,个人禀赋中的年龄、身体健康状况和个人收入水平对农村居民的新农保参与有显著影响:46-60岁年龄的参保积极性最高;身体处于不健康和非常健康状况的农村居民参保积极性不高;收入水平在新农保政策实施初期显著影响参保积极性,中后期影响有限。社会信任中个人对村干部和社会保障政策的信任度显著影响农村居民的新农保参与度,农村居民对村干部和社会保障政策的信任度越高,其参与新农保的年份越早,参与积极性越高。基于以上研究结论,提出如下政策建议:增加农民收入,提高新农保缴费档次,完善新农合政策,提升农村居民健康保障水平,提升村干部政治与理论素养,完善社会保障政策,提升社会信任。

Study on the Influence of Individual Capability and Social Trust on the Participation of New Rural Endowment Insurance:Based on the Selection of Decision Process View

Based on the data of CFPS2012 , the paper analyzed the rural residents'activeness of participating the new rural endowment insurance .The result shows that the age( who were in the 46-64 years old ages have the highest enthusiasm ) ,health state( w ho have a poor healthy and good healthy didn't likely to participate in it) and income level ( which has positive effect on the effectiveness of the people in the initial period ,but show s negative effect in the middle and later period ) in the individual capability have a significant influence on whether the rural residents participate the NREI ,and the credibility of the rural residents on the village leaders and social security policies also have a significant influence on the rural residents behavior .The author proposed some measures by increasing the income of farmers ,improving the payment level ,perfecting the policy of the new rural endow ment insurance and the social insurance , enhancing the health of the rural residents ,strengthening the political and theoretical level of the leaders and promoting the social trust .
