论公共物品由私人提供的前提

传统的西方经济学理论认为,政府是公共物品的天然提供者,政府也是公共物品的唯一提供者.但当信息完全的时候,公共物品由私人提供也会有效率.公共物品的私人提供是财政学和经济学的难题之一,也是财政学和经济学理论发展的前沿.当然,并不是所有的公共物品都可以由私人提供,公共物品由私人提供是有一定前提的.公共物品理论的这些发展对于我国公共物品提供机制的改革具有重要的启示作用.

On the Premises for Individual to Provide Public Goods

Traditional theory of western economics believes that the provider of public goods is naturally the government and the government should be the only provider.However,it is efficient for individual to offer public goods when some information is perfect.That public goods is provided by individual is one of puzzles of finance and economics and it is the developing frontier of theory of economics.Of course,not all of the public goods can be provided by individual because of some premises.The development of these theories is thoroughly enlightening for us to reform the machanism of provision of public goods in our country.
