知识经济挑战与国民文化科技素质提高

由于我国国民文化科技素质水平较低,因此应对知识经济挑战必须以提高国民文化科技素质为前提。这就要找准症结、分清原因,突出重点、狠抓关键。一要不断更新国民思想观念;二要优化国民知识结构;三要提高国民的创新能力。同时,还要采取稳定与引进并举,扩大科技队伍;建立有效激励机制,激活科技队伍等措施。

At present Chinese citizen's cultural, scientific and technological quality still remains at a low level, therefore, only after enhancing its citizens' quality of the kind can China meet the challenge from knowledge economy, as requires us to find out the obstacles, identify the causes, give prominence to focal points and earnestly implement the key policies. So we should first always update our ideas and concepts, then optimize the citizens' knowledge structure and finally enhance their creativity. Besides this, we should also adopt policies to expand the great army of science and technology researchers while establishing effective rewarding mechanisms to activate them out of their slackness.
