The primary aim for common higher education is to meet the requirements of society and its secondary aim is to adapt itself to social needs. Therefore, social needs will determine the orientation, survival and development of higher education whose self-improvement serves as the internal cause which in turn is the foundation for meeting social demands. As higher education is also an open system,its assessment becomes an important measure to keep its balance and optimize its educational functions. And it reflects the dialectical unity of form and content in the field of Marxist philosophy.
