摘    要:普通高等教育以满足社会发展需要为第一性的,适应这种需要的教育为第二性的;社会的需要决定着高等教育的定位、生存和发展.高等教育自身建设是内因,内因是适应社会需要的依据.高等教育也是一个开放系统,实施对高等教育的评估是平衡高等教育自身方方面面联系,优化教育功能的重要措施,是形式与内容的辩证统一.

Abstract:The primary aim for common higher education is to meet the requirements of society and its secondary aim is to adapt itself to social needs. Therefore, social needs will determine the orientation, survival and development of higher education whose self-improvement serves as the internal cause which in turn is the foundation for meeting social demands. As higher education is also an open system,its assessment becomes an important measure to keep its balance and optimize its educational functions. And it reflects the dialectical unity of form and content in the field of Marxist philosophy.
