| 摘 要： | 探讨滨海新区社区卫生综合配套改革中机构的绩效考核评价应用，为考核后政府科学核拨资金提供依据。采用典型整群抽样方法，应用秩和比法（RSR法）和TOPSIS法对滨海新区塘沽社区卫生机构进行绩效评价。运用分层绩效综合评价法对同一批测评对象进行测评，分析结果基本一致。分层绩效综合评价法实用、计算方法简单、结果可靠，可对社区卫生服务机构绩效考核结果进行排序，有利于从整体上把握一个地区社区卫生机构绩效考评的分布水平。
