政治发展与公民参与——在新的社会阶层中发展党员的政治学思考

江泽民总书记在“七一”讲话中提出了扩大我们党的阶级基础和群众基础的问题。政党是现代社会中政治运行的重要手段 ,通过政党参与政治是公民参政的重要形式 ,它对政治体系的稳定作用主要体现在 :政党沟通了公民与政府之间的联系 ,为公民参政提供了制度化渠道 ;政党充当了公民与政府之间的“过滤层”,把公民参政限制在政治体系所能容纳的范围之内 ;有利于更好地发挥政党的政治社会化作用。在我国现阶段通过吸收新的社会阶层中的优秀分子加入党组织 ,发挥政党的参政功能 ,是扩大政治参与和保持政治稳定的最佳选择

Political Development and the Civil Participation——Reflection on Recruiting New Party Members From the New Social Stratum

Jiang Zemin, the general secretary of the CPC, in his July lst Speech put forward the questions of enhancing the CPC's class foundation and the mass foundation. Party is an important political means in the modern society. The party's taking part in the "politics" is an important form of the civil participation in politics; its role of stability for the politics system is as the following: the party links the citizens with the government, providing institutional channel for the citizens' participation in politics. Also acting as the "filter layer" between the citizens and the government, the party puts "the civil participating politics" under the politics system's controlling, so it can develop the party's political socialization. In present China, the excellent people of the new social stratum joining in the CPC will enhance the political participation and keep the political stability.
