建构中的东盟安全共同体:一种建构主义的视角

建构主义提出了安全共同体形成的“三个层级”假定,认为安全共同体的形成要经历三个过程,即应对变化的环境过程、集体身份和利益的建构过程及和平变迁的可依赖预期的建构过程。通过对东盟的发展历程进行考察,我们发现,从东盟成立到创建东盟安全机制,再到东盟安全共同体的提出和建构,基本上都是沿着这三个过程进行的。这表明当前正在建构中的东盟安全共同体具有很强的现实性,其最终形成符合东盟的发展方向。

A Constructivist Analysis of the ASEAN Security Community under Construction

Constructivism has put forward a hypothesis of Three Levels on the formation of security community. According to this hypothesis, there exists three stages during the formation of security community, that is, the stage of dealing with the changing environment, the stage of the construction of collective identities and interests and the stage of the construction of the dependable expectation for peaceful transition. By analyzing the history of ASEAN's development, we find that ASEAN has passed through these three stages. The final formation of the ASEAN security community will conform to the direction of ASEAN's development.
