| 摘 要： | 生态环境政策在牧区的效绩为什么不够理想？在进一步观察那些携带着巨大工程项目的国家生态保护政策时，我们发现了一些反映国家生态政策功能正在产生微妙变化的现象。它们是如何产生的？其怎样与国家生态政策的目标和功能渐行渐远的？对它们进一步研究的必要性何在？文章就此尝试超越部门和学科的界限，更多地关注治本的政策体系。

| Abstract: | Why is the ecological environment policy not ideal？ According to our further observation to national ecological protection policies with the huge project, we find some phenomenon that the function of the national ecological policies changes subtly. How does it happen？ What is the necessity to make further research on it？ This paper tries to pay more attention to the policy system of taking temporary solution by surpassing the horizon of the departments and disciplines. |
