中国能源安全问题并不主要是供给总量与需求总量的矛盾 ,而是由清洁能源需求刚性上升而供给严重不足所引发的结构性矛盾 ,这是中国能源安全的主要问题 ,其中石油安全居于首位。在全球化的背景下 ,一国的能源安全不仅是经济问题 ,而且也是政治和军事问题。它不仅与国内供需矛盾及对外依存度相联系 ,同时还与该国对富油区的外交、军事影响和控制力密切相关。在世界石油短缺大势逐渐呈现、世界石油供需极不平衡的情况下 ,大国能源博弈与竞争已在中东、中亚等地区展开。为此 ,中国应制定符合中国国情的能源安全战略

China's Energy Security and Its Strategic Choice

The main problem of Chinas energy security is not the contradiction between the gross supply and demand, but the structural contradiction caused by the rising of the rigid demand of depurating energy and the serious shortage of such supply. This is the main problem of Chinas energy security with oil security top on the agenda. The struggle for the control of energy resources among the great powers have already unfolded in the Middle East, Central Asia, given the clear trend of shortage in oil and serious imbalance of oil supply and demand. So China should formulate its own energy security strategy that corresponds with its national conditions.
