农村土地征用中存在的问题及其解决思路

在我国城镇化过程中需要大量征收农村土地,但征地过程中却出现了大量侵害农民利益的现象,如征地权的滥用、补偿标准过低、失地农民生活缺乏保障、政府在征地中功能错位等。要解决这些问题,就必须严格界定土地产权,依市场机制形成土地征用价格,并探索以土地入股等多种补偿方式解决失地农民的就业安置工作,加强政府在征地管理中的作用。

In order to build cities and towns,a great deal of rural land is expropriated,but during the expropriation,the farmers'interests are violated,and some problems have arisen,such as the abuse of expropriation rights,insufficient compensation,lack of protection for the farmers,misplacement of land expropriation,etc.To solve these problems,it is necessary to strictly define land rights,to properly determine the expropriation price,to change farmers to stock-holders to make up for their lost land,and to reinforce the management job in government's land expropriation.
