| 摘 要： | 在包容性增长的背景下,新农村建设与城镇化将具有更多的统筹与互动。这一过程要求对传统的组织制度进行变更与创新,为农村劳动力流动、土地流动、资金流动提高新的组织制度和机制保障,因此,新农村建设有效实施机制有赖于农业产业组织、农民合作组织和农村治理机制三大领域的创新,而不是仅仅着眼于如何加大财政投入和政府积极推动。
