| 摘 要： | 要实现立法效益最大化，必须尊重社会发展客观规律，运用民主和科学的立法手段。海南经济特区要提高立法效益，应突出地方立法特色，合理运用立法技术，优化立法资源配置，强化立法监督机制，加强立法机关建设，提高立法队伍素质，贯彻以人为本的思想。
