我国近岸海域环境污染成因与管理对策

改革开放之后,伴随着沿海经济的迅猛发展,我国近岸海域环境遭到日益严重的破坏,防止污染进一步恶化迫在眉睫。人们急功近利、粗放经营,不惜以牺牲环境为代价,是导致我国近岸海域环境污染的根本原因。此外,我国海洋环境保护法制不完善、海洋环境保护管理体制不健全、涉海管理部门工作不协调,执行不得力、公众海洋环境保护参与意识淡薄等也是重要原因。制止我国近岸海域环境污染,应当尽快制定和修改与《海洋环境保护法》配套的行政法规、落实科学发展观、建立健全海洋环境保护管理体制、引入全球海洋环境治理手段、加强海洋环境保护机构配合与执法力度、全面履行海洋环境保护国际条约义务等。

The cause of environment pollution and the policy of management about sea alongshore in our country

After the reform and opening,following the rapid development of the inshore economy,the environment of inshore sea is destroyed badly.It is principal that avoiding the pollution deteriorated more.People eager for quick success and instant benefit and work extensively,and spare no expense of environment,which is thought as the essential cause of pollution.Besides,the legal system of ocean-environment protecting is not right and the job of the relative management-department is not harmonious,the excution is not effective,the idea of public to the environment protecting is indifferent,which is another important cause.The administrative law which is coincident with Marine Environmental Protection Law should be constituted and modifed as early as possible.Environment protecting should be carried out,the scientific and developing idea should be performed,the management system about ocean should be established and perfected.The government should import global measures to the ocean environment and improve the execution and collaboration,perform international treaty of ocean environment and some other measures.
