政府与市场的共生和互动——金融海啸对中国宏观调控变革的启示

如何看待政府与市场的相互关系是制定经济社会发展战略的重要指针。共生互动关系是当下政府与市场关系的现实反映，良好的共生和互动是政府与市场之间理想的、动态的一种关系状态。政府与市场孰大孰小不是问题的关键，有效的政府与有效的市场及建立政府、市场间良性共生互动机制才是应有之义。金融海啸是政府与市场关系处置不当的不良恶果，其危害波及全球，中国亦未能幸免。另一方面，金融海啸也为中国宏观调控提供了难得的借鉴和变革契机。抓住机遇，立足实际，以社会的稳定繁荣为根本宗旨，努力实现政府主导权与市场自主性之间的协调，亦即对过度监管与监管不力的有效调校，并进而实现政府与市场之间“对称互惠共生”的行为模式和“一体化共生”的组织模式之构建，应该是当下中国宏观调控的可行之道。

Symbiosis and Interaction between Government and Market : on the Enlightemnent of Financial Tsunami on China's Reform of Macro-control

This paper discusses the relationship between government and market,pointing out that symbiosis and interaction is the ideal relationship between them.The author analyzes the cause of financial tsunami,arguing that despite its harm,it also provides a good chance for China to reform its macro-control of economy.Suggestions are put forward that government’s supremacy and the autonomy of the market should be properly adjusted,and the behavior mode of “symmetrical,mutual-benefit symbiosis” and structure mode of “integrative symbiosis” be constructed.
