| Abstract: | The constitutional government constitutes the advanced stage of rule of law,which is also an important guarantee of a harmonious society.A lot of factors contribute to the realization of the constitutional government.However,with observation from the angle of the origin,the base and guarantee,it can be seen that the tax system,property rights system and the political party system are the essential elements.Therefore,efforts to develop and perfect relevant system-building is the key towards the set goals. |
