| 摘 要： | 本文针对政府投资建设项目运作中存在的问题,从委托代理角度分析其原因,设计出有效的政府投资建设项目的委托代理制,构建起政府投资建设项目的权力约束机制,改革政府投资建设项目的管理模式,引入竞争机制,明确政府和市场机构的责权利,强化对市场机构的激励和约束监管,最终实现政府投资建设项目的"经济"和"效率"。

| Abstract: | In order to solve the problems in the operation of the construction pr ojects invested by the government, this article analyses their causes in the asp ects of trust and agency with an attempt to work out an effective system so as t o introduce a power control mechanism. To achieve the final economy and efficien cy, it is imperative to reform the management style of the projects while introd ucing a competitive mechanism with a clear division of the responsibility, right and interest of the government and the marketing institutions so as to intensif y the control and supervision of the market mechanism. |
