| 摘 要： | 论述了农村金融体系在新农村建设中具有提高农民收入，促进农业经济发展等作用；针对目前山西农村金融服务现状进行了分析，指出山西现今仍存在农信社支农不足、农发行职能发挥不充分、农村金融创新滞后等问题；进而针对存在的问题从职能层次、信贷管理、风险补偿、信用担保、政府作用、人才培养等方面提出重塑农村金融体系全面促进新农村建设的对策。
