| 摘 要： | 以胡锦涛为总书记的党中央在领导我国刑事法治建设的过程中，就我国的刑罚问题阐述了一系列内涵丰富的思想。科学发展观视域中的刑罚思想，是马克思主义刑罚思想中国化的崭新成果，对于推进我国的刑事法治建设具有重要的现实指导意义。

| Abstract: | In leading the construction of Chinese criminal law,CPC Central Committee with Hu Jintao as the general secretary has made a lot of explication on the issue of penalty.All these illustrations constitute one important part of the scientific concept of development and can be regarded as the achievement in localizing the Marxist ideology of penalty in China.They are of much practical significance to Chinese criminal law construction. |
