中国社会发展的问题与制度建设模式

在以发展为取向的社会条件下 ,在中国社会的现代转型过程中 ,自由与秩序的问题凸显出来 ,成为关系社会发展和社会稳定的核心问题。解决这一问题以及相关其他问题的基本思路 ,是全面推进和加强制度建设。根据中国社会的实际情况和客观趋势 ,作者提出 ,中国社会所需建设的理想制度模式 ,是形式化、程序性、民主优先于自由、以人为本的非人格化制度。它的形成和建立 ,需要我们全力做好三方面工作 :一是改变制度建设模式 ,将与计划经济相匹配的“类推模式”逐渐转变为上下互动的创新模式 ;二是将程序制度建设作为一个突破口 ,推进制度整体的合理变迁 ;三是根据制度建设的需要 ,加强文化建设 ,提高人们的制度创新素质

A Study on the Problem in the Development of Chinese Society and its Answer for Institutional Construction

In the modern transformational course of Chinese society, with development as the first direction of our society, the question of liberal order has been protruding as a major problem. The essential reply to the problem is to strengthen the construction of institution. Considering the objective reality and future tendency in China, the author suggested that institutions appropriate to China be formal, procedural, humanistic but impersonal, and democratic prior to liberal. We must do our best to hold three important aspects. First, construction of institution should be gradually altered from analogical pattern to innovative pattern. The former is fit to the planned economy, and the latter is fit to the socialist market economy. Secondly, the construction of procedure institutions is a breach, for it must promote the rational change of the system as a whole. Thirdly, the construction of culture should be strengthened, and qualities of people should be enhanced according to the demand of institutional construction.
