我国农村公共产品供给机制创新——基于江苏省苏南苏北地区的调查

我国农村公共产品供给机制在权力结构、责任结构和融资结构等方面存在诸多问题,通过对江苏苏南、苏北地区的财政收支、农村公共产品供给在投入主体、决策机制、监督机制等方面的调查与分析,认为应建立财政投资项目绩效管理制度、合理运用以及发挥“绿箱”等支持政策,建立科学高效的农村决策机制,构建城乡一体化的公共产品供给体系,加强农村基础设施产权和管护制度的改革,从而实现农村公共产品供给机制的创新。

Innovating new mechanism for rural public product supply: a survey on Jiangsu Province

A lot of problems exist in the power,responsibility and financing structures of rural public products supply mechanism in our country.This paper investigates and analyzes the current status of financial revenues and expenditures as well as investment entity,policy-making and supervision mechanism in terms of rural public products supply in the southern and northern areas of Jiangsu province.It is suggested that the innovation of rural public products supply mechanism entails establishment of performance administration system of financial investment projects,application of supportive policies like "Green Box",setting up of scientific and efficient rural decision-making system,construction of a public products supply network characterized by the unified design between the city and the countryside and the reform in rural infrastructure property and protection systems.
