| 摘 要： | 文章介绍了江苏省的自然灾害情况,认为自然灾害是自然规律与人类活动产生冲突的结果。在研究灾害的自然属性和社会属性的基础上,探讨了自然灾害损失变化的3个主要阶段,述评了国外的综合减灾理论。最后得出结论,认为必须通过制度创新来提高减灾能力,并以江苏省的实践为例做了说明。

| Abstract: | The paper presents the natural disasters in Jiangsu province, and proposes that the natural disasters are a result of the natural laws and man's activities. On the basis of the research of the natural and social foundations of the natural disasters, we discuss three main stages of the changes of natural disasters and have a critical review of the foreign comprehensive crisis-dealing theories. At last, we draw a conclusion that we should develop the ability of crisis dealing through the system, which is exemplified by the practice of Jangsu. |
