| 摘 要： | 在公共物品理论中,国防是纯公共物品的代表,可是作为国防组成部分的人民防空工程的公共物品属性却具有阶段性;从物品属性的阶段性出发,作者把人防工程以及类似的公共物品界定为阶段性公共物品;由于阶段性公共物品有平时用途,因此存在由私人提供的可能,这有利于减轻国家的财政负担、提高资源利用效率。
