关于大学生就业问题成因及其应对措施的讨论

20 0 3年是我国 1999年高校扩招后大批本科学生毕业的第一年 ,也是高校毕业生初次就业率历史最低的一年。这种偶合并非完全是高校扩招导致的问题 ,而是我国社会、经济发展到一定时期 ,高等教育进入大众化发展阶段 ,高校学生规模呈现出机械性快速增长过程的必然现象。应该以一种常态的管理理念 ,发挥政府、社会等方面的调控作用 ,调动学生、学校、用人单位等内在的主观能动性 ,必将有利于高校毕业生就业问题程度上的缓解 ,有助于学生充分就业的实现。

Employment of tertiary graduates: problems,causes and counter-measures

2003, the first graduation year since China's tertiary enrolment enlargement in 1999, witnesses the lowest employment rate in the history. Such a concurrence should not be completely attributed to the enrolment size expansion, but it should be taken an inevitable phenomenon at the stage of popularizing tertiary education and mechanically increasing tertiary institutional sizes that China has reached when its social and economic conditions matures. The employment crises can be relaxed through cool exercises of management conception, initiation of governmental and social regulatory functions, stimulation of initiatives of students, institutions, employing units, etc.
