中国地方政府体制改革中的几个问题

中国目前党政之间、行政机关上下级之间、行政机关内部机构之间职能交叉、重叠的现象依然突出,行政机关内部的层次有待进一步减少;应加快专门行使出资人权力的地方国有资产管理机构的建设,使政企之间真正脱离关系;重建地方政府政绩考核指标体系;设立政策规制委员会,逐步实行行政决策与执行分立的政府体制。

Several Problems about the Reform of Local Governments in China

The functions between the CPC and certain administrative aspects of government cross and overlap seriously in China, and thus unnecessary administrative departments should be reduced. At the same time local state property departments should be set up so that administrative control and enterprises may be of separation. The system that evaluates the achievements of local governments should be rebuilt. A committee of policy is established so that administrative decision-making and carrying out may be separated.
