| 摘 要： | 乡镇干部队伍建设的状况,关系“三农”问题的解决,关系和谐社会的构建,关系党的执政能力提高和执政基础的巩固。由于认识、体制、社会舆论等方面的原因,使乡镇干部队伍建设陷入了前所未有的困境,只有从提高思想认识、理顺职能关系、强化制度建设等方面下功夫,才能使乡镇干部队伍建设的难题得到破解。

| Abstract: | Building the cadre teams in the towns and villages involves the resolutions of the problems concerning the agriculture, the country and the farmers, the construction of a harmonious society and the reinforcement of the Party's administration. The factors of the notion, the system and the public opinion cause the unprecedent trouble in building the cadre teams in the towns and villages. As a result, it can be solved from the perspective of improving consciousnesss, smoothening the administration and strengthening the system building. |
