我国研究生教育质量评价主体探析

摘    要:分析了目前我国研究生教育质量评价主体的现状以及存在的政府评价干预过多、社会评价力量薄弱、高校被动参与评价的问题,并就其成因进行了剖析:高度集中的计划体制是问题的根源所在、官本位的历史文化传统的影响、国家主义价值观的影响、研究生教育质量评价的社会基础还不广泛以及研究生教育质量评价理念落后于评价实践发展的需要。同时,解析了"分权理论"从学说拓展为理论依据引入我国研究生教育质量评价主体体系重建的可能性。最后,从有效发挥评价的功能、保障评价的公正性和科学性、提高研究生教育质量评价主体的运行效率和效益的角度,对研究生教育质量评价主体的再评价进行了思考。

Abstract:The paper analysed the main problem of the current graduate education quality evaluation body,and problems such as the existence of too much government intervention evaluation,the weak social assessment,and passive participation in university evaluation issues.It also analysed their causes—the highly centralized planning system as the source of the problem,the official standard of the historical and cultural tradition,values of nationalism,narrow evaluation of the social basis and the backward concept of quality of graduate education.Meanwhile,It analyzed "the decentralization theory" from the theory for theoretical basis for the reconstruction of evaluation body system.Finally,it proposed the re-evaluation for thought in the perspective of the effective evaluation function,a fair and scientific evaluation system,and the improvement of the operation efficiency of education quality evaluation body.
