重庆市网络管理法制化建设应用研究

重庆市可以在以下领域创新本地区网络管理法制：整合网络管理执法组织,建立统一的网络管理执法机构;建立重庆市互联网发展咨询委员会,向执法机构提供网络管理执法咨询与建议;加快创新重庆市互联网行业自律机制,率先建设政府-行业的合作伙伴关系;率先建设社会参与合作型网络管理机制;适时出台《重庆市网络管理条例》。对于网络实名制问题,因其可能产生的后果较为复杂,应待深入研究。在未经充分论证的情况下,网络实名制宜暂缓实行。

The Application Study of Chongqing Network Management Legalization Construction

The Chongqing Municipality can innovate the network management legal system in the following aspects： to integrat network management law enforcement organizations,to establish a unified network management law enforcement agency;to set up the Advisory Committee of Chongqing internet development which can provide advice and recommendations to law enforcement agency,to accelerate the innovation of Chongqing Internet industry self-regulatory mechanism,to build the government-industry partnership,to take the lead in building network management mechanism of social participation and social cooperation,and to introduce Chongqing network management Regulation.As for real name registration,because of the complex of its consequence,in-depth study should be made.Without sufficient study and analysis,the implementation of real name registration should be suspended.
