我国知识城市构建中的政府职能研究

在我国城市化快速发展的今天,如何将现有的原型城市转型为可持续发展的知识城市,构建起一条具有中国特色的知识城市发展道路,已经成为摆在我国城市治理者面前的重要任务。知识城市赋予城市新的职能,在明确了知识城市政府管理定位原则的前提下,结合中国具体国情,在政治职能上要制定一份具有全球战略眼光的知识城市发展蓝图;在经济职能上要完善城市知识基础设施,培植以知识为基础的产业;在文化职能上要打造城市特色,增强城市凝聚力、吸引力和辐射力;在社会职能上要密切政府与公民社会关系,提高生活品质。

Study on the Function of the City Government in the Construction of Knowledge City in China

During the rapid development of urbanization in China,such problems as how to transform the existing prototype urban into the sustainable development knowledge city,how to make the government administration of knowledge city a new position,and how to build up a road of knowledge city development with Chinese characteristics,have become the important tasks faced by urban governance.Knowledge city gives new government functions to the city,under the premise of a clear understanding of the principles of knowledge city governance with Chinese specific national conditions.The city government should formulate a global strategic development blueprint of knowledge city in political functions.In economic functions,the city government should complete the knowledge infrastructure of city,and cultivate the knowledge-based industries.In cultural functions,the city government should create a city＇s character,boosting cohesion,attraction and radiation.In social functions,the city government should deepen the relationship between government and civil society by improving the quality of life.
