对我国民间资本参与中小企业技术创新问题进行了研究,指出我国政府应当借鉴发达国家的经验,积极营造良好的社会环境和投资环境,健全法规制度,为中小企业提供担保;大力发展资本市场、风险投资和中小金融机构,并以实行财税优惠等措施来促进民间资本积极参与中小企业技术创新。

A Policy Research Into Promoting National Civilian Capital to Take Part in Technology Innovation of SMEs

Steering the civilian capitals to participate the technology innovation of the Small and Medium-Sized Enterprises (SMEs) can not only improve the capability of technology innovation of the SMEs, but also offer high quantity of programs for the civilian capitals. But unfortunately the potential civilian capital is not in a high enthusiasm at present, owing to the insufficiency of policies. Therefore our government ought to make full use of the developed country's experience for reference, to build favorable social and investment environment, to improve the systems of laws and regulations, and to offer guarantee for the SMEs. Our government should also make every effort to develop the capital market, risk investment and the SMEs monetary organization, to carry out capital and tax preferential policies and other policies alike, so as to attract finally the civilian capital to get into the technology innovation of the SMEs.
