西部开发是新时期中国经济社会发展的战略部署 ,站在西部角度 ,只有正确地认识这次机遇 ,才能谈得上采取正确的策略 ,抓住机遇 ,谋求大发展。在对西部开发机遇性质及陕西历次机遇没有抓好的原因分析的基础上 ,探讨了陕西抓住此次机遇的突破点和策略 ,并分析了政府在其中应扮演的角色及可以争取的条件和政策

Shaanxi vs. Campaign of Exploitation and Development of Western Part of China

The campaign of exploitation and development of the western part of China is a very important strategic plan of the economic development of China. In order to grasp this chance to have a rapid economic and social development for the provinces or cities located in the western region, it is needed to have clear comprehension about this opportunity. In this paper, first we have made a deep analysis about the nature of this chance and the reason why Shaanxi province did not do well in last several western development waves. Secondly, the breakthrough points that Shanxi Province should pay attention to and the strategies Shaanxi Province should formulate are discussed. Finally, we have analyzed what kind of the role should the government play in the developing process and what kind of conditions and policies local governments should strive to get from the central government.
