| 摘 要： | 野生动物所有权制度对野生动物的保护、开发和利用意义重大，但对野生动物是实行专属国家所有还是多重所有素有争议。鉴于我国野生动物国家所有权制度实效性偏低，已不能适应野生动物保护的新形势，笔者主张建立以国家为主体的多元化野生动物所有权制度。

| Abstract: | The system of ownership of wildlife is great significance to the protection, development and utilization. It has been debated that whether the wildlife belongs to exclusive country possession or the multiple possession over time. The low effectiveness of China＇ s national ownership of wildlife has been unable to adapt itself to the new circumstance about a conservation of wildlife. The establishment of the system about wildlife ownership is advocated in the essay, which is based on the research of the laws in foreign country. |
