| Abstract: | In the late Qing Dynasty, Shanghai was the first city to implement the modern traffic management in China. Something done to manage the traffic in its area by Shanghai Municipal Council was a reflection of this first process. The implementation of a series of measures not only promoted the modernization of the concession and the whole city of Shanghai, but also cultivated Chinese awareness of rules and laws. |
