| 摘 要： | 医疗改革是党和政府重点强调的主要工作之一。医疗改革不仅关系到社会大众切身的根本利益，同时医疗改革的失败与公共政策的公共性有着密切的联系。因此，从医疗改革的角度理性地探讨和审视公共政策的公共性，并对当前公共政策公共性流失风险进行反思，认真探索其规避路径是具有重大意义的。

| Abstract: | Health care reform is an important task which is emphasized by the party and the government. Health care reform is not only related to the fundamental interests of the public vital, but also has a close relationship with the commonality of public policy. Therefore, it is of great significance to explore and examine the commonality of public policy from the perspective of the health care reform rationally, and consider the loss risk of the current oublic oolicv and then seriouslv exnlore its circumvention route. |
