The intergration of paper and forestry relys on scal e operat ion. According to the policies of state forestry and paper industry, forestr y management sy stems should be adjusted to the sustainable development of co lle ctive commercial forestry production and paper pulp forestry production. Commercial forests cutting declaration should be established, universal order form management should be adopted to provide enough paper and pulp mat erial bases, and joint-stock scale operation should be realized based on f amily forest farms.
