| 摘 要： | 我国居民收入差距过大,其成因是多方面的。自然资源的分布和社会发展条件的不平衡是其形成的前提条件;主体素质的差别是其形成的重要因素;制度创新与体制改革是其形成的根本原因。通过积极推进城镇化进程、狠抓科技和教育,加快调整地区经济结构,开放和发展垄断性服务产业,正确运用税收的调节功能,建立城乡社会扶持救济基金网络,加强法制和道德建设等措施缩小收入差距。

| Abstract: | The great difference of income among residents originates from three factors:the unbalance of natural resources,difference of residents' quality and system reforms.Measures have to be taken so as to gradually reduce the distinction of income such as actively speeding up the process of urbanization,taking drastic measure to develop science and technology and education,adjusting structure of local economy,opening to the outside world and developing monopoly service industries,making proper use of adjustment function of tax revenue,establishing relief fund networks and strengthening legal and ethic construction,etc. |
