Following several years of steady growth,the number of illegal immigrants in the United States reached nearly 11 million now,including more than 6 million Mexicans or 60 percent of the total.The scale of illegal immigration is acknowledged as an issue of national concern currently.The guest-worker plan proposed by the Bush administration on January 7,2004,wants to help millions of illegal immigrants work legally in the United States.If implemented,the plan could lead to the biggest change in US immigration law since the 1986 legislation.
