| 摘 要： | 从2006年起，美国实行“转型外交”。这种外交层管有很具体的内容和做法，但其战略目标却是构建美国全球霸权体系，战略价值是向全球推广“美式民主”，地缘战略由欧洲转向了亚非拉。美国这种外交转型影响重大，对之应有充分的、深刻的认识，并积极应对，为反对霸权主义，争取和谐世界而奋斗。

But its strategic goal is to build up the system of American Hegemonism and to spread the American-style democracy around the world. The transformation of American diplomacy has profound effects and must be fully understood. |
