| 摘 要： | 我国经济体制改革历经30多年,劳动力配置从一种扭曲状态转为另一种扭曲状态,即从改革开放早期的农民工"找工难"与大学生"不愁嫁",变为目前的企业用工荒与大学生就业难.这两种扭曲现象反映出我国劳动力市场运行机制存在的一些"顽疾",启示我们:要优化劳动力资源配置、妥善解决各种劳动力的就业问题,不能头痛医头、脚痛医脚.只有立足经济的长远发展,突破劳动力市场分割的局限,统筹考虑所有劳动力的就业问题,才能矫正当下劳动力配置的第二次扭曲,实现劳动力资源的有效配置.

| Abstract: | Since China started its economic restructuring over 30 years ago,its labor allocation has been distorted twice.During the first distortion period,migrant workers had tremendous difficulty finding jobs whereas it was easy for university graduates to get employed.But the situation is now different: enterprises are facing serious labor shortage while newly-graduated university students find it hard to get jobs.The two distortions indicate that the mechanism of job market needs to be improved.This current paper... |
