太湖水治理的新视野

太湖水的治理已成为当今的社会热点，尽管国家和政府已经投入了大量资金，建设了大批工程，由于1）治理措施跟不上长三角地区迅猛的社会经济发展。2）不少工程难于达标，治污工程进展缓慢。3）治理方法和治理理念滞后，难于给予正确指导、把握全局。4）国家经济发展局限，不可能有足够的资金投入，难于全面维持现有模式下的项目运转。转变治水理念、创新水治理技术已迫在眉睫。首先，必须树立以治理养治理理念确保太湖水治理资金合理使用，施行以治理养治理措施有利于合理使用政府投入的资金，施行以治理养治理措施有利于发展新产业带动地方经济发展，施行以治理养治理措施有利于提高民众的治污信心和积极性。其次，施行以治理养治理措施应该发展和合理配置生物产业。第三，要治理好太湖还需进一步整合各方力量建立太湖水治理长效机制。

New Ideas of coping with the Polluted Waters in Taihu Lake

Nowadays, how to clear the waters in Taihu Lake has become a hot issue. Although the state and the local government have invested a large amount of money and built profusion of projects, this hasn＇t achieved satisfying result because of various reasons. Thus, it is urgent to change our ideas and reform our techniques. This paper suggests three ways as to how to clear the waters in Taihu Lake. First, it is necessary for us to form new ideas and take effective measures to make sure the funds can be reasonably utilized. Second, the measures we take should be equipped with biological industries so as to develop new industrial enterprises and promote the local economy. Finally, we need further to put the forces from various channels together in order to establish an everlasting and effective system to deal with the pollution in Taihu Lake.
