电子政务建设的比较研究

随着电子政务的发展，各国政府都将电子政务建设看成是提高政府办公、办事效率和提升政府公共管理水平与公共服务质量以及增强本国竞争力的有效手段。通过对美国和澳大利亚的电子政务投资模型分析，借鉴国内外企业对IT投资与产出效益的判断，针对如何提高我国电子政务产出效益的质量和水平，提出了满足用户需求、以实际应用为导向的政府管理体系架构以及加强对电子政务大型IT投资项目的管理与监控等对策。

Analysis of Return from Investment on E-Government

With the development of e-government, governments will improve e-government as an effective means, improving the efficiency of governments＇ offices, business, administration and the level of governments＇ public administration and service quality, and enhancing their competitiveness. Through the researchon and comparison on e-government investment model between USA. and Australian, from judging effectiveness of IT investment and output by corporations, on how to improve the output effectiveness of e-government, a few countermeasures are presented, such as creating a practical application-oriented government architecture based on user needs, strengthening management and monitoring response on large- scale IT project of e-government investment.
